You may use "K2C Word to PDF Converter" action in combination with "K2C eSignature for SharePoint", in order to define an approval process requiring electronic signatures by reviewers/approves and then a document conversion from word to PDF after the approval process is completed; or you may create a custom menu that simply converts your word document with just a click.
